Notes

Julian Louis Phillips is an artist and anti-police activist who was arrested at a June 2020 George Floyd riot in New York City. Imitating his idol George, he shouted, "I can't breathe" after he was pushed to the ground by police. He later sued the city. He's artwork focuses on blackness. He was quoted in an interview as saying, "if you look at the flag, how the American flag is used, and what it represents to black people and people around the world. It’s almost like there is a confederate flag underneath, hiding under this American flag." Phillips lives in Brooklyn. Don't confuse him with the former NYPD spokesman of the same name. https://web.archive.org/web/2/https://legalaidnyc.org/wp-content/uploads/2020/10/ECF-1-Complaint-against-the-City-of-New-York-2020-10-26.pdf https://archive.ph/dYv29 https://archive.ph/us5uq
