Tom Wayne Tegner, Jr. was active in the left-wing skins scene in Portland in the 1990s. In 1990, Tegner was convicted along with another skin named Mark Newman for assaulting a woman they believed was a Nazi. Tegner used a roofing hammer and fractured the woman's skull. He was convicted of assault. Tegner was the best friend of Jon Bair, an "antiracist" skin who murdered a right-wing skin in 1993. Tegner participated in the murder and may have been the actual gun man. After the murder, he helped Bair ditch the gun but wasn't prosecuted. He helped Bair fabricate an alibi, but Bair was too stoned to remember it when he was interviewed by police. Tegner was interviewed by police who believed he was the trigger man.
