According to the criminal complaint, the device Lucia is accused of throwing landed on the vest of a police officer. The device was then pulled off and thrown away by a nearby officer. As the device hit the ground, it exploded within approximately 15 feet from the officers. The explosion caused one officer to suffer concussion-like symptoms and later required medical treatment due to the explosion. According to the criminal complaint, the device had the potential to cause death or serious bodily injury.
