Victor Enrique Puertas claims to be an indigenous land protector. He appears to have been arrested at the Dakota Access pipeline protests in North Dakota in 2016 when he was charged with criminal trespassing and rioting. He was arrested at a 2021 protest in Minnesota of an Enbridge pipeline and charged with trespassing and unlawful assembly. Undercover police officers who were at the protest observed Hill and another man “strike and shatter several of the office’s large windows. Hill and the unidentified male used large metal poles to shatter the windows,” according to charging documents. Four windows valued at $6,000 each were shattered, the charges state. Salt Lake police on Friday said a total of five windows were broken and total damage — including the cost to remove red paint that splattered all over the entryway — was between $100,000 and $200,000.
